Amenities include: community pier, floating dock, boardwalk, swim platform and a designated swimming area. Plus, a community hall for indoor functions.
Enjoy, boating, fishing, watesports,swimming crabbing and our annual Games on the Green; all in a family friendly, relaxed atmosphere.
GENERAL COMMUNITY REGULATIONS
In order to safely maintain our community parkland as well as preserve its beauty, HPCA would like to establish the below listed rules. These rules shall apply to all tenants-in-common and their guests:
Vandalism of any asset of the parkland is prohibited. Nothing may be dumped in the parkland, over the bank or on the beach.
No vehicles shall be driven on to the parkland or beach - cars, trucks, dump trailers, campers, dirt bikes, four wheelers, boat trailers etc. Vehicles must remain in designated area i.e., on the street. Golf carts shall be permitted for the purpose of transporting items to and from the pier or beach. Golf carts may be parked at the pier
entrance/steps and/or at the bottom of the road to the beach as long as access to the walkway is not blocked. Beach parking is also available at the corner of Beachview and Park Lane.
Residents must notify a HPCA board member if a contractor requires entrance onto the community parkland. The contractor may be responsible for any damage to the community parkland.
No camping.
No fire shall be kindled (beach area included).
No structures - fences, swing sets, playhouses, sheds etc., permitted on community parkland.
No plantings - shrubs, trees, bushes - to include ones that might obstruct the water views from the community. HPCA will handle replacement plantings on an as needed basis.
Activities and group functions (family reunions, parties, weddings/receptions) other than those planned by HPCA, will require a written request and it shall be directed to the HPCA board members. Approval is at the discretion of the Board and/or voting members.
Noise - Cecil County noise ordinance states: High noise levels in residential areas are restricted between 10:00 PM and 6:00 AM. The restriction applies to household noise that is audible from another residential property more than 50 feet from the source. (Fines: $50, $100 and $300 for the first, second and third violation). Law enforcement officers are tasked with enforcing the law.
Dogs must be kept on a leash at all times and under the owner's control at all times (Cecil County Code 209 - fines - At large- $250.00-$500.00; lack of restraint - $100.00- $500.00).
No pets are permitted on the beach or in the water at the beach. Please pick up after your pet.
*******The community beach and parklands were created by Miller-Nelson, the original developer of Hacks Point. Certificate of incorporation is dated 9/30/1941. The purpose of the incorporation: the promotion of physical, mental and moral well-being of the members of the community and the providing of such social, educational and recreational activities as in the judgment of the directors may seem most likely to achieve desired ends. To engage in the general improvement and welfare of the community in every possible manner including roads, the beaches and sanitation. With that being said, the corporate is the watchdog whose responsibility includes enforcing all community deed restrictions and is vested with specific authority in its Certificate of Incorporation to protect the community beach and parklands. Also, HPCA is owner of the property and is required to allow all lot owners to use the property within reason and has the power to impose rules (thus the basis for parkland rules).
